Coronavirus (COVID-19) Update – Additional Restrictions Lifted for St. Louis Metro-East Area; Updated Specific State Information on COVID-19 Orders; Update on COVID-19 Cases

Additional Restrictions Lifted for St. Louis Metro-East Area: Governor Pritzker and the Illinois Department of Public Health (IDPH) announced today that the additional COVID-19 restrictions for St. Louis Metro-East area of the state (Region 4) will be lifted at 5 pm tonight. Region 4 includes Bond, Clinton, Madison, Monroe, Randolph, St. Clair and Washington counties. These additional restrictions have been in place since August 18 when the region exceeded an 8% positivity rate. The regions positivity rate is now under 6%.
As such, indoor dining and bar service can resume along with larger gathering sizes as outlined in the state’s revamped Phase 4 plan. IDPH has said it will continue working closely with the region to prevent another spike in cases.
With the easing of restrictions for Region 4, the only other region of the state currently under additional mitigations measures is Region 1, which includes Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago Counties.
Updated Specific State Information on COVID-19 Orders: The American Chemistry Council (ACC) has again updated their comprehensive chart detailing state specific orders, re-opening plans, and other restrictions as well as executive orders and legislation relating to business liability. This chart is attached to this Update. This chart will be updated now only once a week.
Update on COVID-19 Cases: IDPH is reporting 313,518 positive tests of COVID-19 in Illinois, an average increase of 2,267 new positive tests per day since reported here 7 days ago on October 2. In total, 6,177,379 tests have now been conducted in Illinois for the virus, an average increase of 59,178 tests per day since October 2. The state’s average positivity rate over all 11 regions for the last 7 days is at 3.8%. You can see where the various regions are at in terms of their positivity rates, hospitalizations and other metrics at this link.
Unfortunately, IDPH is reporting a total of 8,945 deaths, an average increase of 28 per day since October 2.
