Coronavirus (COVID-19) Update – 753 Confirmed Cases, 6 Deaths; Employer Letter for Essential Personnel, CICI Media Statement, Governor Pritzker Call for Healthcare Workers

At the time of this e-mail, the Illinois Dept. of Public Health is reporting 6 deaths out of 753 now-confirmed positive cases of COVID-19 in Illinois, an increase of 168 from yesterday. You can see where these cases are occurring at the State of Illinois COVID-19 website that also contains more information on this outbreak.
Employer Letter for Essential Personnel – Stay at Home Order. As you know, Governor Pritzker yesterday issued this Stay at Home Order for the state of Illinois to begin today at 5:00 pm, continuing until at least April 7.
The order does allow “Essential Critical Workers” to remain on the job. The order includes jobs specific to Chemicals, Transportation & Logistics, Critical Manufacturing, Energy, Water & Wastewater, and Hazardous Materials. The sections in the order which would cover our members are listed under sections 7, 9, and 12 - parts (n) and (t).
As has occurred in other countries and some states in the US, a number of CICI members are issuing their “Essential Personnel” letter similar to the attached draft letter.
Please see the attached draft letter as an example which can be given to your Essential Personnel. Please change as you see fit and review with your legal counsel. The letter is intended to assist your Essential Personnel if they’re stopped or questioned about their travel to the respective positions.
CICI Statement to Illinois General Assembly, Media. Attached to this update is a statement that CICI sent to the members of the Illinois General Assembly and the Illinois media on efforts by the industry to combat this outbreak.
Governor Pritzker Call to Action for Former Healthcare Workers. Governor Pritzker today issued a call to action for all former physicians, nurses physician’s assistants, nurse practitioners and respiratory care therapists who have recently left the field, whether for retirement or a new profession to come back and join the fight against Covid-19.
To that end, the state of Illinois will be waving the fees and licensure so former health care workers can rejoin the healthcare workforce right away. On Monday, your health care license reinstatement form will be available on the Illinois Department of Financial and Professional Regulation website. Also, for medical professionals whose licenses may be expiring, the state is automatically extending licenses through the end of September.

Calculating Impact on Industry & Businesses. Covid-19 will have a significant impact on a substantial number of industries in Illinois. Whether from loss of employee hours, prohibition of patrons, closure or reduction in operations, or supply chain disruptions; businesses may seek to recoup lost income having resulted from the virus.
As with any loss claim, indemnifying and compensating parties will hold claimants to documenting and establishing losses incurred from the effects of Covid-19. Even when ability to recover losses is an open question, there are steps businesses can start taking now to develop a level of documentation and valuation rigor that will facilitate the process for both parties.
