Worker’s Comp Rule to be Withdrawn: As a result of the Temporary Restraining Order (TRO) entered Friday by a Sangamon County judge, and the shaky legal grounds on which it was based, the Illinois Workers’ Compensation Commission (IWCC) now plans to rescind their emergency rule tomorrow. As you know, this emergency rule created an “automatic presumption” that any worker diagnosed with COVID-19 contracted the illness while at the workplace, even if the employee was working remotely or currently not on the job. However, this issue is far from over. The IWCC plans to either submit another rule or seek legislative action when the General Assembly reconvenes. CICI will keep you up to date on any further developments or attempts to reintroduce a similar rule.
Early Edition of Governor Pritzker Extension of “Stay at Home” Order: The state’s media was provided an early edition of Governor Pritzker’s extended "Stay at Home" order which he spoke about last Thursday. The new language for the order is underlined and in bold. As you may remember, the current Executive Order, which has been extended once already, was due to expire April 30. This new order will be in effect until May 30 but with some modifications. However, the particular language of this new order will not be official until he signs and files the order sometime next week. CICI will provide the official order when it becomes available.
Update on COVID-19 Cases:The Illinois Dept. of Public Health (IDPH) is now reporting a total of 1,933 deaths over the weekend, an increase of 138 deaths since Friday. There are currently 43,903 positive cases of COVID-19 in Illinois, an increase of 4,245 from Friday. These increased number of positive cases are largely the result of increased testing. In total, 214,952 people have now been tested in Illinois for the virus, which is an increase of 25,320 from Friday’s numbers, or an average of 12,660 per day since Friday.
You can check where these cases are occurring at the State of Illinois COVID-19 website which also contains more information on this outbreak. Also, IDPH has a case breakdown of the number of positive cases in Chicago and each county relative to the number of fatalities. The IDPH website also now includes a breakdown of the cases under each zip code in the state. In addition, Western Illinois University has an put together this Map of COVID-19 Cases in Illinois & Surrounding States which gives you picture of where COVID-19 cases are occurring in relation to areas surrounding Illinois.
Worldometer also has a site with pertinent statistics on a state by state breakdown and comparison. Also, the City of Chicago has a good categorization of the cases within the city.
