Coronavirus (COVID-19) Update – Marine Safety Information Bulletin for Port and Facility Operations; Update on COVID-19 Cases; Positivity & Hospitalization Rates 

Marine Safety Information Bulletin for Port and Facility Operations: The Coast Guard has issued a Marine Safety Information Bulletin (MSIB) to provide updated guidance to MTSA regulated facilities related to the COVID-19 pandemic.  Facility compliance regulations remain in force, and facility operators are expected to continue to comply with these requirements.  However, it is recognized that the COVID-19 pandemic has resulted in a myriad of unique operating conditions that warrant special considerations. Some challenges have included cruise ships mooring at facilities not approved for passenger operations, garbage removal, and facility and vessel crew interactions.  Attached to today’s Update is clarification and guidance to help ensure the safety and security of workers, ports, and facilities.

CDC Updated Guidelines for Re-Opening Facilities: The CDC has updated their guidance on re-opening buildings after prolonged shutdown or reduced operations.  Highlights of this updated guidance includes mold awareness, monitoring, and remediation during and after prolonged building shutdownsand updated Legionella guidance for people with weakened immune systems and the use of respiratory protection when flushing water systems.

Update on COVID-19 Cases: The Illinois Dept. of Public Health (IDPH) is reporting a total of 3,459 deaths, an average increase of 72 deaths per day since Friday.  There are currently 79,007 positive cases of COVID-19 in Illinois, an average increase of 1,749 cases per day since Friday. In total, 442,425 people have now been tested in Illinois for the virus, which is an average increase of 14,237 per day since Friday.

You can check where these cases are occurring at the State of Illinois COVID-19 website which also contains more information on this outbreak. Also, IDPH has a case breakdown of the number of positive cases in Chicago and each county relative to the number of fatalities.  The IDPH website also now includes a breakdown of the cases under each zip code in the state. In addition, Western Illinois University has an put together this Map of COVID-19 Cases in Illinois & Surrounding States which gives you picture of where COVID-19 cases are occurring in relation to areas surrounding Illinois. 

Worldometer also has a site with pertinent statistics on a state by state breakdown and comparison. Also, the City of Chicago has a good categorization of the cases within the city   

Positivity & Hospitalization Rates: The average percentage of positive cases since Friday as compared to increased testing is at 12%, which is an almost two percentage point drop since Friday. As of this afternoon, the positivity rate for the entire state is at 10.1%.  If you recall, one of the parameters for the governor’s Phased In Re-Opening Plan calls for the 4 regions to be at or under a 20% test positivity rate before regions can proceed to another phase of this plan.  With the exception of the Northeast region, which includes Chicago and Cook County, the remaining three regions are on pace for moving forward with the next phase of reopening after the 28-day period expires on May 29.  The Northeast region is at 22.3%, the North Central region is at 9.1%, Central region at 6.0%, and the Southern region is at 10.5%.

As for hospitalization rates, all of the regions have seen a decrease in hospitalizations since May 1st.  The Northeast region saw an 18.6% decrease, the North Central region witnessed a 35.8% decrease, the Central region noted a 44.4% decrease, and a 54.3% decrease in the Southern region.
